In english grammer, there is a term infinitive verb, what i understood is that when we use to before verb i.e to+verb than it is infinitive verb...
So, is there any criteria or any rule when we have to use infinitive verb and just by adding 'to' before verb, why it is called infinitive verb?

The use of infinitive is always followed by the basic form of verb and mostly used to answer "why "questions .It often expresses the purpose of something or someone's opinion about something. Infinitives and gerunds are a tricky thing and comes by practise to understand when and why to use them!
