The belated period for filing return for FY 2017 18 is 31st March 2019 , so you cannot file a belated return ...the only option available to you is a time barred return....for this, you need to meet the assessing officer and cite reason i.e genuine hardship for not being able to file the return ...i...

The belated period for filing return for FY 2017 18 is 31st March 2019 , so you cannot file a belated return ...the only option available to you is a time barred return....for this, you need to meet the assessing officer and cite reason i.e genuine hardship for not being able to file the return ...if he is convinced , then he shall issue a notice using which you can file the return using section 139 with 119(2)(b). ...online modes shall not work in this case ...also there is little chance that shifting overseas will be considered valid for non filing of return but you can try ....if you cannot travel , try asking some representative of yours who is present in India to meet your present assessing officer No, you can not file under normal process .. if there was genuine hardship which prevented you from filing the return, you can request your assessing officer for condonation for delay in filing citing the hardship.....check attached picture....

The TDS for a certain year cannot be claimed in a different year unless it is carried forward in the earlier year ...in short here , TDS for FY 2017 18 has to be claimed in the same year i.e FY 2017 18 and cannot be claimed in FY 2019 20 ....after return has been processed, the only way forward is ...
