Hi Amlan ,
I didnt file the ITR for FY2017-18 wherein there was a TDS (FD) in my Form26AS and my income was NOT taxable (below 2.5 lakh).
I wanted to get the refund of this amount (TDS -FD) this year at this time Aug-2019. I am already past the last date (31-Mar-2019) to file the belated return .

When you want to take credit of TDS from earlier previous year , it is required that in the earlier previous year you should have carried forward the TDS ....Say you had TDS credit in FY 2017 18 for 100 rs , and say you filed the return and claimed only 70 rs TDS and decide to carry forward 30 rs .....
