That is not arrears and plain salary of the first employer ...i don't think form 10 E applies in your case at all ....you will simply put both salaries and offer for taxation ...when you add salary of earlier employer , you are not adding arrears rather you are simply adding salary .....whatever tax...

1.) This is FD interest. . You wont get any deduction benefit of 80 TTA on such interest income
No credit figures in tax credit statement are inclusive of deductions

My income is rs 150000 is it compulsory for me to file itr. My gain from IPO rs5000 should i show while filling return.Is it necessary to show interest from bank saving account in other income head? Is it compulsory for all pan card holders to file a return whether they earn or not

Unless your gross income exceeds threshold levels i.e. 2.5 lakhs , you are not required to file return of income
