For AY 2018 19 and earlier - (Since tax acts are now changing every year)

As long as your taxable residential status is NRI , your NRE fixed deposits (or interest on any NRE account ) are exempt i.e they do not attract taxes on interest .......once you become resident , they shall again ...

No, you can safely ignore it and anyways even if you wanna pay it off you can use the challan 280 to make the demand payment ........under worklist under pending actions , check whether it reflects and in case you pay it off you can select the option demand paid"
