You will not get a form 16 ...it will be form 16 A they shall provide , however, there is no need for form 16 A ...You can simply download the 26 AS tax credit statement from the tax website and and file the return ..You shall be filing ITR 4 to show salary income using salary schedule , commission ...

Leave encashment at the time of separation is only exempt if you have left a central govt organisation else not ....Also , your final settlement letter shows leave encashment and doesn't mention that it is exempt ...so first clarify whether you left a Govt or non govt organisation

why you can't ...you very well can ....in the return general information page where you are required to file /cure under a certain section , put there 139(9) and generate cured xml and upload that online
