How to show in income tax return a STCG of Rs 1 on sale of debt mutual fund and a STCL of Rs 98 on sale of debt mutual fund for fy 2016-17. what to do for set off and carry forward of losses and which itr need to file and in succeeding year also.

Fill in consideration ( sale) value and acquisition price (cost)...difference would automatically translate to gain/loss

If it is not getting set off , then the schedule Carry forward loss (CFL) would automatically pull entries from this schedule

I purchased a flat in 33 lakh while market value of that property (as per govt value) was 40 lakh. I pay registry charges according to 40 lakh. Now, my question is: I have to again pay tax on 7 Lakh (40-33 lakh) as a income.during return filing

You have purchased a flat ...where is the question of income ....when one sells a flat , one can generate capital gains and there can a element of tax only then ...without generation of income i dunno why you think that you need to pay any income tax ...
